At best, they will just send them out at random through the post, then claim to have administered that many of them.
You might just find one on your doorstep, if your name had come up at random on a computer, or what have you. Do Your Bit, and all that.
But far more probably, they will claim to have met their target even when they had not, and the BBC will report that claim as "confirming" that they had.
Only the Twitter accounts of Andrew Neil, Piers Morgan and George Galloway will point out the simple numerical facts, to be picked up by the Daily Mail on a very good day.
