Boris Johnson just has to win a vote on the floor of the House of Commons, more than half of the members of which are scared stiff of his supporters in their local parties. This Committee's report could say absolutely anything. Who cares?
Almost any Conservative who voted to accept any report that did anything other than fully exonerate Johnson would run a very high risk of deselection. They are not going to do it. This report will be an historical curiosity, a footnote.
They are saying this inside the Palace of Westminster, I hear.
