On The Cards

No EU legislation should have any effect in the United Kingdom unless it has been enacted by both Houses of Parliament, exactly as if it had originated on one or other of them.

There would then be no need of a "red card" (for pity's sake).

That is one of several reforms that the Parliament of the United Kingdom needs to enact regardless of the outcome of the referendum, and indeed prior to it.

I intend to vote to leave, but I am not confident that we are going to win.

Even if we did not, however, these reforms, which it would be perfectly within our power to implement, would render simple EU membership academic.

    Wrong. They would not apply to all the existing EU legislation governing us nor to all the EU treaties we are signatories to.

    Those treaties are primary legislation and can't be amended without the consent of all the other signatories.
