Much of the Police, Crime, Sentencing and Courts Bill looks set to go the way of the hunting ban, which the Police said at the time that they would have better things to do than to try and enforce, not least because such enforcement would have poisoned community relations. They have been as good as their word.
That said, Prince Harry's assumption that he could effectively hire the Police as private security seems to be explicable by the fact that Boris Johnson and Keir Starmer have both done pretty much that. Downing Street is policed within an inch of its life, yet we are expected to believe that none of them noticed a thing. And Starmer had armed Police Officers pointing their guns at the delegates who were attending the private event that was the Labour Party Conference. Who paid for that?
Starmer is a drunk.
