No, Republican-controlled state legislatures are not poised to enact legislation to restrict abortion if Brett Kavanaugh is confirmed.
The Republican Party would lose those legislatures if he were to be confirmed. Not all of them at once. But all of them eventually, and most of them quite quickly.

In any case, that party has no interest in restricting abortion. Promising to do so without ever doing it is what keeps millions of people voting Republican.
It is very telling that it has never nominated an opponent of abortion for President. Its nominees just pretend to have had some sort of half-conversion on the issue. But they never really have had.
When the Dems win the House and Senate in the midterms, Kavanaugh will be impeached. It'd be staggering if he lasted a year in office. He's repeatedly committed perjury. Of course he didn't think a devil's triangle was a drinking game. If you've ever heard an expression like that, you know what it means.
