Who are these “Ba’athists” who are to be permitted back into public life in Iraq? Like “Sunni insurgents” or, in the Iraqi context, “al-Qaeda”, they are simply any Sunni Arabs of whom the occupying powers happen to disapprove. Likewise, “Taliban” are any Afghans generally and Pashtun in particular who happen to be out of favour, even if they were revered “tribal elders” yesterday and will be so again tomorrow.
More specifically, “Ba’athists” are those Sunni Arabs and some others (notably Christians) with a history of public participation, making them especially dangerous to the occupation. Yet now they having to be let back, even though they are “Ba’athists”. So what was it all for?
