Only because of the contracting out of the blue-collar jobs to ostensibly private, but entirely taxpayer-dependent and risk-free, companies with close ties to all three trading names of the One Party in this, the One-Party State of Britain.

I agree with your analysis regarding contracting, and for the American case at least, I would add that the relative strength of public sector unions versus their usually weaker private counterparts helps explain why public sector pay now often matches or exceeds private sector pay.
Unfortunately, too many folks want to remedy this situation by destroying the public sector unions and bringing everyone's wages down even more. Just another example of why solidarity is so important.
