That is an important example of the test that should always be applied to "free" market zealots: "Would they, or do they, allow that in America?" Yet we expect those remarkably indolent zealots to solve the housing crisis in general.
As Whitby moves to restrict the sale of second homes, we need a statutory requirement of planning permission for change of use if it were proposed to turn a primary dwelling into a secondary dwelling, a working family home into a weekend or holiday home. That is clearly what Tory England wants, and it is right.
