When he is not trying to magic up imaginary troops to man border posts in five Sinn Féin constituencies and directly facing four more, then Gavin Williamson is bemusing the Treasury, the Americans, and the inhabitants of Asia and the Caribbean, by proposing what would have to be equally unmanned new bases in Asia and the Caribbean.
