The Labour great and good in Wales, now in coalition with Plaid Cymru, want a referendum on the transformation of the devolved body there into something like that in Scotland. Of course they do. Just so long as it is never actually held.
It has to be “when we can win it”. Which is, of course, never. Three quarters of the Welsh electorate did not vote even for the devolution that already exists. Almost exactly as many people voted No as voted Yes. Anything further stands no chance at all.
And where, exactly, do they feel that it has to be “winnable”? Within the Welsh electorate? In that case, the chance is as good as zero, and it always will be.
Or within the deeply, deeply, devosceptical Welsh Labour Party? In that case, the chance is absolutely zero.
And it always will be.
