No one is going to try and call in a trillion pounds of debt. Just write it off, and start again.
Start again, on the premise that education is its own reward, that it is a lifelong process, and that since most people will do it most intensively when they are young, then apprentices and trainees must enjoy all the benefits afforded to their peers in further and higher education, and vice versa.
