Still Unattended

Michael Heseltine now refers to council estates as "slums".

When he was the Cabinet Minister responsible, he thought that council tower blocks had lift attendants.

He had never been in a lift without an attendant, and he had no concept of such a thing.

After all these years, he still innocently assumes that if even slums have lifts, then even slums must have lift attendants.

Or perhaps someone has finally told him that there are no lift attendants in council tower blocks?

In which case, to Heseltine, that is what makes them "slums".
