The British Foreign and Commonwealth Office is, basically, a collection of intelligence agencies.

Last time, it wanted a former Taoiseach as President of the European Council. This time, it wants the serving Taoiseach as President of the European Commission.

Why ever might that have been? Why ever might that be?
