Not necessarily to the exclusion of other things, although this is an emerging institutional organ of the rising rather than the declining world.

The BPA dissolved when the Labour Party pretty much became it upon the defeat of the now-outgoing MP for South Shields by the man who almost immediately gave Maurice Glasman a peerage and put Jon Cruddas in charge of the Policy Review.
