A dodgy consultation period over August. And then a letter declaring the predetermined conclusion. But now, this. 

Proposing to put in the disabled ramp, bell and signage is a change to the original proposal, so they seem to be saying that they have to consult again. Dated today, whereas the letter is undated.

This is a long shot, but it is not impossible. It is worth a try.
