How would the South rise in revolt? How does one rebel against oneself?
And if we were in Tier 3 because we were dirty, and stupid, and lazy, and backward, and all the rest of it, then what does that make the places for whom a Tier 4 has had to be invented, causing much of the world to treat Britain as a leper colony?
