In what "global marketplace", exactly, do British universities operate? From the tops of the academic and administrative trees, all the way down, stage by stage, to undergraduate admissions, exactly what percentage of people at each stage comes from abroad? Don't believe a word of this.

Instead, since these institutions are almost entirely dependent on public funding, and certainly could not get by without it, forbid them by the Statute Law from paying anyone more than 10 times what they paid anyone else, including contractors.
