Lord Purnell of Where, Exactly?

If James Purnell really is on course to lose his seat, then he will presumably have to be ennobled in order to be kept on as Work and Pensions Secretary, as promised by Cameron through Osborne in the Guardian, and as never rebuffed by Purnell himself. In the House of Lords, he would of course join Cameron's Education Secretary, Andrew Adonis.

So, of where, exactly, might this creature, who resembles a weasel not only (though certainly) in appearance, and whose life is devoted to pushing people out of their wheelchairs and stamping on their heads, be made Baron Purnell? And why, exactly?
