A Tartan Check

Like those of the ECJ and the ECHR, rulings of the "Supreme Court" should have effect in the United Kingdom only by resolution of the House of Commons, itself elected by a system more representative of public opinion, with the general electorate having the definitive say in selecting party candidates as well as in choosing among them and others at the General Election.

If Alex Salmond wanted the Scottish devolved body to have a further power of disapplication within Scotland, then who could disagree with that? Provided that it applied, not only to the "Supreme Court", but also to the ECJ and to the ECHR. If not, why not?
