No, Kosovo was not a success, leading Tony Blair to believe that he could repeat it.

An olympically corrupt, actively genocidal statelet founded on the horrific synthesis of Wahhabism, Albanian Maoism, and black-shirted nostalgia for Nazi collaboration, and funded by the trafficking of heroin and prostitutes?

Yes, that certainly does resemble subsequent neocon creations, to which another has just been added. But a success? Hardly. Any more than they were, or will be.
