If Cambridge charges nine thousand pounds per year, as it was always going to do in order to emphasise that it was worth it, then so will everywhere else, rather than appear "cheap" by comparison.
And remember that students, or their parents, will still be allowed to pay nine thousand pounds upfront to a university at the start of each academic year. That is a lot less than the fees for the grandest schools. They won't have to. But they will be allowed to.
Thus, on the basis of parental wealth, they will avoid the above-inflation, profiteering interest payable by those who will have to wait until after they themselves have graduated and established themselves in careers.
