Council of Despair?

13 employees of Durham County Council are each paid more than £100,000 per annum.

Meanwhile, 472 of that Council's Teaching Assistants, about one quarter of the total, have had their pay cut by 23 per cent, meaning that their pay for full-time work with children is now lower than the Councillor's Allowance for no formal requirement beyond attendance at four meetings per annum.
