Inheritance Tax is already paid almost exclusively by people who vote Tory anyway, most of them resident in safe Tory seats.
So why did the Tories ever go anywhere near it?

Politics is a mix of high ideal and low self interest.

The move on Inheritence Tax is basically about shoring up support not about gaining new support.
