Race To The Bottom
Africans and West Indians are not like that at all in Africa or the West Indies. Older West Indians are not like that here. Africans are still not like that here or in America, although they need to take care. So what is the problem? It is the cities that the white man built. There is something wrong with them. If too long, though not necessarily very long, exposed to them, then black men, in particular, become the reflection to their Caliban. If you don't believe me, then check out the hysterical rage of the white Caliban himself when this is pointed out. He knows full well that he himself is the real problem.

My former boss in the Civil Service (Inland Revenue, since you don't ask) took early retirement and went to a job in the private sector that involved him travelling around the West Indies and having dealing with people in their tax authorities and financial institutions. He remarked that they all seemed smart, keen, businesslike and intelligent, and wondered why they're not like that here. I wonder too. What's the explanation? The benefit system, which cuts the link between action and consequence, industry and reward?
