Health and Safety

"Why do we hear the loudest yelps for liberty from the drivers of Negroes?", asked Dr Johnson, half rhetorically, half not. You could do that if you were Dr Johnson.

And why do we hear the loudest yelps (not the only ones, but the loudest) for the resignation or dismissal of Sir David Nicholson from those who wish to destroy the NHS entirely, and who have just experienced a very significant defeat in the total rewriting of the Section 75 Regulations?

For that matter, why has that defeat barely been reported?

I do not mean these questions to any extent rhetorically.
