Why should councils have to go begging central government for permission to pay their staff out of business rates?
In no other remotely comparable country would this situation be conceivable, never mind the fact of the matter.
Local taxation should be exactly that.
And local government services should be precisely that, too.
Who says so?
We do.
And nobody else does.
