It sounds like a gameshow.
What if no one volunteers? That was what happened before. That is why we now have what we have. Or had, before Dave's heroin(e).
By all means hand over control to communities, churches, and so on. But if deduction of the money itself at source was necessary even in much more charitable and civic-minded days than these, then it sure as hell is now.
