Really? Australia is pretty capitalist and has been running a very successful points-based immigration system last time I checked.

DeleteIt is, in fact, a very high level of State involvement in the economy, making and implementing highly political, politicised and politicising choices.
There cannot be immigration controls, any immigration controls, in a "free" market (to have which is itself a political choice). By definition.
