I am more and more convinced that the very existence of the Ministry of Defence serves only to force the allocation of Ministerial portfolios to Crazies with khaki fetishes.
Such persons ought instead to be given toy planes and sent away to play with them while the adults got on with being adult.
Why not just merge the whole thing into the Foreign Office? Seriously, why not? The former Department for International Development has hardly captured the Foreign Office, so why ever not?
Without International Trade, what does the Foreign Office do?
