Yes, "Like many of his colleagues around the Cabinet table, Boris Johnson has indulged in drug-taking. Yet he enforces the criminalisation of people – disproportionately young black men – for the same offence." 

The answer to that would be to enforce the drug laws against everyone equally. But especially, although not exclusively, in relation to cocaine, drugs-based blackmail is fundamental to the structures of political power in this country.
