If the local elections are to be delayed at all, then the Government expects that Covid-19 will still be running rampant in May.
If they are to be delayed until September, October, or even November, right when the measures for next winter will have to be devised and announced, then there is clearly no intention of holding them this year.
Last year's have still never been held, either.
