ReplyDeleteYes but it's also (shock, horror) approved by the Catholic Church, and largely provided by Catholics.
It works, is highly cost effective, and makes people happy - but at the price of admitting that the Church is right about this stuff. Even when there is intense pressure to cut costs and do things efficiently, I can't see the civil service which produced the notorious 'list of things for the Pope to do' allowing that!
