Contract Killing
If a problem with more equitable pay distribution in the public sector might be the contracting out of services to "private" companies (wholly taxpayer-dependent and able to charge us whatever they like; usually with financial links to all parties), then the solution is a simple one: end contracting out, and bring all services back in house. Whose bright idea was it, anyway, that not even a village primary school should have its own caretaker or its own kitchen workers on its own staff?
