And sending them off to Iraq after no attack, or threat of attack, at all.

That would be the attack by the al-Qa'eda cell in Germany (not quite the same as Saudi Arabia) that was condemned by the regime in Afghanistan.

They weren't Germans. Most of them were Saudi, and their money was Saudi.
