No, a global pandemic was not in anyone's manifesto. But nor has it caused either people to live longer, or people to survive historically fatal childhood illnesses. Neither of those began in 2019.
It cannot be true, both that successive Governments for decades have failed to address the emerging crisis in social care, and that the measures that this Government is adopting are justifiable breaches of its manifesto because the world has been changed completely by Covid-19. We all know which of those things is in fact the case.
